Dr. Southard joined the Los Angeles County Department of Mental Health as Director in 1998. In this role, Dr. Southard led the largest public mental health system in the country, serving over 250,000 clients annually in one of the most ethnically diverse counties in the nation. He has overseen a 304% growth in the system from a gross budget of $495+ million in Fiscal Year 1997-98 to nearly $2 billion in Fiscal Year 2013-14. Dr. Southard received his master’s degree in social work from University of California, Berkeley, and his doctorate in social work at UCLA.
