For the past two years, we have been talking and planning for the
opportunity of health care reform to close mental health
disparities, and the challenges that these sweeping changes in
health reform will bring to the public behavioral health system.
Now we are living with the realities and uncertainties of the
Affordable Care Act (ACA) implementation.
The November 2013 two-day Fiscal Leadership Institute provided a
forum for participants to share their experiences – successes as
well as challenges. It was also a time to hear from county
behavioral health finance managers across the State about their
local efforts to integrate mental health, substance use, and
primary care services and build partnerships during this
challenging time and long into the future.
