CIBHS: Recruiting a CEO

The California Institute for Behavioral Health Solutions (CIBHS) is a non-profit agency supporting health professionals, agencies, and funders to improve the lives of people with mental health and substance use challenges through policy, training, evaluation, technical assistance, and research. Headquartered in Sacramento, CA, CIBHS was established as the California Institute for Mental Health (CiMH) in 1993 to promote excellence in mental health services. Local mental health directors founded CiMH to work collaboratively with all mental health system stakeholders. The commitment to collaboration has led the board to expand to consumers, family members, and other interested persons representing the public interest.

Key Responsibilities

Strategic Leadership

  • Demonstrated ability to develop and implement both short-term and long-term strategies that continues the history of profitable financial growth
  • Previous success with respect to development of services (e.g. market assessments; identify stakeholders and increase their involvement; develop and implement new programs; continually raise public awareness while forging community partnerships; etc.)
  • Visionary focused on customer service that can analyze and adjust services to reflect changing corporate need

Operational leadership

  • Communicate the goals and provide necessary leadership direction to achieve them
  • Assess the operational needs and challenges to develop additional improvement strategies, with assigned accountabilities and measurable results
  • Negotiate, review, and assess contracts. Continuously improve CIBHS’ financial performance by achieving targets; streamlining processes; containing costs; generating new sources of revenue and business lines

External leadership

  • Maintain positive relationships and ongoing communication with CIBHS’ outside vendors, or clients

Cultural Leadership

  • Promote choice, purpose, and meaning in employee’s lives. Support employees in achieving the highest level of physical, mental and psychosocial well-being that is practicable
  • Honor the importance of keeping the employee at the center of the planning and decision-making process
  • Focus on active listening and observing, and train staff to adapt to the changing needs of the organization 


  • Successful and progressive healthcare leader who collaboratively partners with the Board of Directors and Executive Team in decision making and in the development and execution of dynamic strategic plans
  • Community-minded CEO able to identify, create and enhance strong relationships and partnerships with government agencies, organizations and associations/advocacy groups
  • Decisive and assertive executive with thorough knowledge of mental health and/or substance abuse laws, insurance, managed care and human service issues
  • Adaptable and entrepreneurial visionary with a positive track record of financial oversight thought leadership, and process and quality improvements
  • Master’s degree or Doctorate in Behavioral Health or business-related field
  • 10+ years’ senior level management experience in a behavioral health organization

In addition to the specific experience and education, this executive must be particularly strong on the three dimensions of leading, relating to others and managing the work environment.

  • Leadership skills: Skilled at creating a motivating and collaborative teamwork environment within and across diverse groups, while at the same time defining clear objectives and expectations to hold teams accountable
  • Influence skills: Effective at bringing a team together to build consensus. Skilled at organizational and group dynamics including managing conflict, creating a healthy productive culture and coaching for peak performance.  Ability to build trust and credibility both internally and externally.
  • Work Environment Skills: Exceptional organizational judgment and acumen, with the ability to partner with key decision makers and offer effective options and solutions. Proven ability to effectively provide solutions to strategic challenges within an organization or program.
