This toolkit provides information and resources to assist Foster Family Agencies and other approved TFC providers in their development of a TFC parent training program.
This resource document was developed by the California Institute for Behavioral Health Solutions (CIBHS) for the Department of Health Care Services. Extensive input and guidance were provided by California Department of Social Services (CDSS) and the Therapeutic Foster Care (TFC) Expert Workgroup, a subcommittee of the TFC Implementation Committee.

has developed a Crisis Intervention Training Program Toolkit with
specific strategies for getting started.
This toolkit is intended for those in positions of planning and
implementing behavioral health crisis intervention programs for
law enforcement and other first responders.
Full Service Partnership (FSP) programs were designed under the
leadership of the California Department of Mental Health (DMH) in
collaboration with a wide range of stakeholders including the
California Mental Health Directors Association, the California
Mental Health Planning Council, the Mental Health Services
Oversight and Accountability Commission, individual mental health
clients and their family members, mental health service
providers. Since their inception in 2005, FSP programs continue
to develop and improve by identifying and implementing key
practices that consistently promote good outcomes for mental
health clients and their families.
