Designing and Administering a Unified Behavioral Health Program Webinar Landscape, Challenges, and Lessons Learned from the Pennsylvania Managed Care Organization (MCO) Model
The DMC-ODS Waiver Forum of the California Institute for Behavioral Health Solutions (CIBHS) has invited Joan Erney, Chief Executive Officer, Community Behavioral Health, Inc. (CBH) and Marvin Levine, Deputy Director of the Philadelphia Office of Addiction Services to present a 90-minute webinar describing the Medicaid managed care landscape in Pennsylvania, the implementation challenges for behavioral health services, and the lessons learned since the implementation of the county system in 1997.
CBH is a not-for-profit 501(c)(3) corporation contracted by the City of Philadelphia as a managed care organization to provide behavioral health coverage to over 580,000 Philadelphia Medicaid recipients.
The DMC-ODS Waiver Forum is funded by a grant from the Blue Shield of California Foundation.
Joan Erney,panelist – Chief Executive Officer, Community Behavioral Health, Inc.
Ms. Erney was the Director of the Office of Planning, Policy, and Innovation at SAMHSA and was the former Deputy Secretary for the Pennsylvania Office of Mental Health and Substance Abuse Services. During her tenure at the state, she supported the development of Certified Peer Specialists in the state Medicaid program, expanded the behavioral health managed care system statewide, launched a major permanent supportive housing initiative, and jointly initiated a criminal justice partnership with the Pennsylvania Department of Corrections.
Marvin F. Levine, panelist – Deputy Director, Office of Addiction Services, Department of Behavioral Health and Intellectual Disability Services
Marvin K. Levine, MSW, currently serves as the Deputy Director, Office of Addiction Services, a division of the City of Philadelphia Department of Behavioral Health and Intellectual Disability Services. Mr. Levine serves as the Single County Authority Administrator (SCA) for Philadelphia. The SCA serves as the administrative structure for local, state and federal funds that support services for uninsured residents of the city. Mr. Levine will speak to the innovative approaches and lessons learned to manage SAPT Block Grant and Medicaid in an integrated system.
