Project Overview

CIBHS partners with RUHS-BH to strengthen behavioral health systems through two complementary areas of work. First, CIBHS supports the implementation of the CCL program by providing the procurement, administrative, fiscal, and coordination infrastructure needed to recruit, support, and sustain trusted community leaders who strengthen connections between behavioral health services and the communities they serve. Second, CIBHS provides technical assistance, and training opportunities that help county staff build the knowledge, skills, and implementation capacity needed to advance behavioral health priorities, including BHSA initiatives and other strategic projects.

Why This Work Matters

Building a behavioral health system that is trusted and equitable requires both meaningful community partnerships and a well-supported workforce. CCLs help bridge gaps between behavioral health systems and historically underserved communities by fostering trust, reducing stigma, increasing awareness of services, and bringing community perspectives into county planning. At the same time, technical assistance and training equip county staff with practical tools, current best practices, and implementation support to successfully navigate system transformation and improve outcomes for the people they serve.

How This Work Is Done

CIBHS provides comprehensive implementation support for the CCL program by managing an inclusive procurement process, developing independent contractor agreements, coordinating ongoing cohort meetings and professional development, monitoring progress toward county-approved goals, and providing fiscal administration, including onboarding, invoice processing, and payment management. In partnership with the county, CIBHS also delivers behavioral health technical assistance and training opportunities that address county priorities.

Together, these services create a comprehensive framework for strengthening both community engagement and organizational capacity. The CCL program expands trusted connections with diverse communities, increases awareness of behavioral health services, elevates community voices, and informs more responsive county planning. Technical assistance and training provides county staff with practical knowledge and implementation support that strengthens workforce capacity and supports long-term system improvement. Combined, these efforts help RUHS-BH build a more connected, community-informed, and sustainable behavioral health system that improves access, trust, and outcomes for the communities it serves.
