YOR California strengthens statewide, youth-centered opioid prevention, treatment, and recovery systems by expanding access to coordinated, evidence-based services, including MOUD, for youth and young adults most at risk.

CIBHS bridges the gap between high-level policy and front-line implementation through a full suite of technical and administrative solutions. From clinical training and systems transformation to agile third-party administration (TPA), we provide the structure, expertise, and fiscal rigor needed to build a responsive and sustainable behavioral health system.
We provide training for your workforce
We serve as a specialized technical assistance and capacity-building partner to the SAPC Bureau within the LA County Department of Public Health. Through targeted training, coaching, and structured implementation support, we strengthen the county’s SUD provider network to expand access to high-quality, culturally responsive, and financially sustainable services aligned with DMC-ODS and CalAIM priorities.

CIBHS partners with Sacramento County Behavioral Health Services (BHS) to advance equity-centered, culturally responsive practices across the county’s behavioral health system. Since 2020, this work has supported both county staff and the provider network through training, collaborative learning, and data-informed equity strategies.
CIBHS supports organizations to improve their SUD services
CIBHS’ SUD Pilot Program builds a sustainable, equity-centered infrastructure for Medication-Assisted Treatment (MAT) by integrating medical care into non-medical settings and advancing scalable financing and delivery models across California.
The Transformational Change Partnership (TCP) supports California counties in implementing the Behavioral Health Services Act (BHSA) by providing coordinated, equity-centered technical assistance that strengthens systems, modernizes operations, and improves access to comprehensive, recovery-oriented behavioral health care.
