  • Transformational Change Partnership

    The Transformational Change Partnership (TCP) supports California counties in implementing the Behavioral Health Services Act (BHSA) by providing coordinated, equity-centered technical assistance that strengthens systems, modernizes operations, and improves access to comprehensive, recovery-oriented behavioral health care.

  • Practice Implementation and Improvement

    Clinical and non-clinical training and continuing education that support behavioral health workforce development across roles and systems.

    CIBHS bridges the gap between high-level policy and front-line implementation through a full suite of technical and administrative solutions.     Sacramento County Behavioral Health Services Training and Technical Assistance Equity Work

    CIBHS partners with Sacramento County Behavioral Health Services (BHS) to advance equity-centered, culturally responsive practices across the county’s behavioral health system. Since 2020, this work has supported both county staff and the provider network through training, collaborative learning, and data-informed equity strategies.
