Behavioral Health Services Act Funded Community Driven Behavioral Health Initiative
The California Department of Public Health, in partnership with California Institute for Behavioral Health Solutions (CIBHS) is pleased to announce that the Request for Applications (RFA) is officially NOW LIVE for the California Department of Public Health (CDPH)-funded Community-Driven Behavioral Health Initiative (CDBHI).
As the Third-Party Administrator and Technical Assistance Provider for this project, CIBHS is overseeing $30 million in competitive grant funding to support culturally responsive, community-driven behavioral health prevention across California.
This initiative is designed to support culturally rooted, community-driven and community-informed behavioral health prevention strategies and solutions. Funded projects will focus on promoting wellness before behavioral health conditions develop and reducing the stigma associated with seeking help.
Transformational Change Partnership
The Transformational Change Partnership (TCP) supports California counties in implementing the Behavioral Health Services Act (BHSA) by providing coordinated, equity-centered technical assistance that strengthens systems, modernizes operations, and improves access to comprehensive, recovery-oriented behavioral health care.

Sacramento County Behavioral Health Services Training and Technical Assistance Equity Work
CIBHS partners with Sacramento County Behavioral Health Services (BHS) to advance equity-centered, culturally responsive practices across the county’s behavioral health system. Since 2020, this work has supported both county staff and the provider network through training, collaborative learning, and data-informed equity strategies.
The Commission for Behavioral Health Substance Use Disorder (SUD) Pilot Project
CIBHS’ SUD Pilot Program builds a sustainable, equity-centered infrastructure for Medication-Assisted Treatment (MAT) by integrating medical care into non-medical settings and advancing scalable financing and delivery models across California.
CYBHI Scaling Evidence-Based and Community-Defined Evidence Practices
The Scaling EBP and CDEP Grant Program strengthens children and youth behavioral health statewide by expanding equitable, evidence-informed and community-defined practices that improve access, prevention, and long-term well-being for historically underserved communities.
California Youth Opioid Response (YOR CA) IV Project
YOR California strengthens statewide, youth-centered opioid prevention, treatment, and recovery systems by expanding access to coordinated, evidence-based services, including MOUD, for youth and young adults most at risk.
Los Angeles County Substance Abuse Prevention and Control (SAPC)
We serve as a specialized technical assistance and capacity-building partner to the SAPC Bureau within the LA County Department of Public Health. Through targeted training, coaching, and structured implementation support, we strengthen the county’s SUD provider network to expand access to high-quality, culturally responsive, and financially sustainable services aligned with DMC-ODS and CalAIM priorities.
